The Stites Volunteer Firefighters Association is having a drawing to raise funds to purchase new fire fighting equipment. Tickets are $5.00 each for a chance to win a Remington model 770 Sportsman Rifle Combo with scope in your choice of caliber, a Weatherby Vangard 22-250 rifle, or an Ugly Stick or Lamiglass rod with Ambassador level wind reel. Tickets can be purchased at Stites Grocery, the Silver Dollar Grill, and City Hall in Stites; Three Rivers Resort in Lowell; North American Copier in Kooskia; and Idaho County Properties in Grangeville. Help clean up our city! Spring cleanup is being held now through Sunday, May 9th. Simmons Sanitation has placed a large dumpster on Bridge Street for public convenience. (A BIG THANK YOU to Simmons Sanitation for their support.)

All boards and limbs must be cut to less than 4’ lengths. No pesticides, paints or batteries can be placed in the dumpster – those items must go to the transfer station near Kamiah. Please contact Stites City Hall at 926-7121 or Simmons Sanitation at 935-2617 if assistance is needed with large objects.

All dogs kept within the City limits are required to be licensed with the City (City ordinance 6-3-2). Annual license fees are $5.00 for unsprayed females, $3.00 for spayed females, and $3.00 for all male dogs. 2010 dog licenses can be purchased at Stites City Hall Tuesday through Thursday, 9:00 am to 2:00 pm.

CHRISTMAS ACTIVITIES ARE HAPPENING IN STITES!!

Christmas Tree Lighting Ceremony
The City of Stites will host a Christmas Tree Lighting Ceremony on Friday, December 4, at 5:30 p.m. next to City Hall. The evening will include caroling and lighting of the City Tree. Refreshments will be provided at the Stites Baptist Church following the ceremony.

Church Services

Stites Church of God will have a Christmas Potluck on December 13 immediately following the 11:00 a.m. morning service. The evening service will be canceled. A Christmas Play will be presented on December 20 beginning at 5:00 p.m. Contact Paul and Mindy Baldwin at 983-0810 for more information.

Stites Baptist Church will host a HEVN Ministries, December 13, at 10:30 a.m., led by Rev. Deion Unrugh. Included will be a Puppet Show & Gospel Quartet Christmas Program with a Pot Faith Meal to follow. Reduce, Reuse, Recycle In Kooskia On Nov. 29 & Dec. 27
Keep your recyclables out of the landfill and get them to the Kooskia EMS Building on 4th Avenue (south end of City Park) on Sunday, November 29 and Sunday, December 27. Collection hours are 9 a.m. to 3 p.m.

Recycling events are being held monthly in Idaho County, organized by the Idaho County Recycling Committee (ICRC) with assistance from Lewis and Clark Recyclers of Lewiston. Collection is FREE. However, donations are gratefully accepted to help with costs. Acceptable items include newspaper, magazines, office paper, cardboard, metal food and beverage containers, and assorted plastic bottles. The City would like to remind area residents that dumping garbage, brush, debris, etc. on the South Fork River levee is not only illegal, but costs the City to clean-up!! Please take your trash to the dumpsters on Battle Ridge or to the Simmons Transfer Station in Kamiah.

Stites resident Jack Miller, Jr. passed away unexpectedly in August leaving his wife Lennie and four children at the family home in Stites. Opportunity to tap into the students

On September 10, I have an opportunity to pitch business and non-profit ideas to use as student projects for this semester’s Entrepreneurship class in the University of Idaho’s College of Business and Economics.

Students in the entrepreneurship class analyze the feasibility of a wide range of projects. Virtually any idea that has one or more potential target markets (for a profit-seeking enterprise) or set of clients (for a non-profit organization) can become a student project.

Last year students studied projects that were literally “sketched on the back of a napkin” to inventions for which a prototype had already been built. The projects varied from a single stream recycling program on campus to an online marketing consultancy business to a native Idaho plant and grass business to a new technology to revolutionize the fast-food drive-through ordering process.

Regardless of the type of project, each student team is required to analyze the idea on four criteria: product/service feasibility, market feasibility, operational feasibility, and financial feasibility. The end result is a 10-12 page report of their findings and recommendation. Those projects that are deemed to be “feasible” move on to a second, full business plan phase in the Spring.

To pitch a proposal to the students on September 10, I will need by the end of the day–September 8 a 2-3 paragraph description emailed to me at dgray@uidaho.edu that includes:
(a) the business or nonprofit idea;
(b) the target market;
(c) how far along the idea is, from being sketched on a napkin to having a prototype to anything in between;
(d) a contact person for more information.

I’ll choose the clearest and most complete proposals and present them to students on the 10th. This is our first try at doing this in Horizons communities, so the clearer, the better!!

Please let me know as soon as possible if anyone from your community will be submitting an idea. I am hoping (and expecting) those communities who have entrepreneurship as part of your action plans could take advantage of this opportunity.

TWO COUNCIL SEATS UP FOR ELECTION IN NOVEMBER
Stites has two four-year city council seats to be filled in the upcoming November election. The positions are currently held by Leroy Blankenship and Frances Johnson. Anyone interested in running for city council must file their intentions or they will not appear on the ballot. Contact city clerk Karen Braun, 926-7121, if you are interested in running for City Council. Completed applications are due by September 4 at 5:00 p.m. The deadline for a write-in candidate to file for office is October 20.

CITY FILLS VACANCY IN MAINTENANCE DEPARTMENT
Jim Kirchoff has been hired to fill the vacancy in the City Maintenance Department. Jim was selected from several applicants for the position. Congratulations, Jim!

COUNTY GARBAGE DUMPSTERS BEING MOVED
Idaho County will soon be relocating garbage dumpsters to the new collection site on Battle Ridge Road. To access the new collection site from S.H. 13, turn east on Battle Ridge Road across from the CFI lumber mill. The dumpster site is just a short distance up the hill on the right hand side. Help keep our area free from litter and take your garbage to the new collection site after existing dumpsters are moved.

NOTICE OF PUBLIC HEARING – PROPOSED BUDGET FOR FISCAL YEAR 2009-2010. A public hearing pursuant to Idaho “Code 50-1002, will be held for consideration of the proposed budget for the fiscal year from October 1, 2009 to September 30, 2010. The hearing will be held at City Hall, 213 Main Street, Stites, Idaho at 6:00 p.m. on August 10th, 2009. All interested persons are invited to appear and show cause, if any, why such budget should or should not be adopted. Copies of the proposed City Budget in detail are available at City hall during regular office hours (9:00 a.m. to 3:00 p.m. Tuesday through Thursday).

STITES DAYS 2009 HELPS FUND OUR FIREFIGHTERS
Thank you to everyone who stopped by the Stites Volunteer Firefighters’ bar-b-que on Stites Days. Our firefighters raised just over $400.00 on Saturday, July 11th selling their delicious hamburgers. The funds will be used to purchase new equipment for our firefighters.

The City of Stites has been notified that the Stites Action Team application for a MoneySaver Community Appreciation grant was approved and funded!! The Action Team requested funding for two pedestal grill bar-b-ques for Stites City Park. The addition of two pedestal grills adjacent to the picnic area will greatly enhance use and enjoyment of the Park.

Economic Stimulus Funding Request

To Whom It May Concern:

Thank you for the opportunity to respond to Executive Order No. 2009-06. The City of Stites requests that the Governor of the State of Idaho, together with other appropriate State officials, approve assistance for a community water tank cover replacement project. Investment in this “shovel-ready” project will preserve and create jobs, and promote economic health and recovery for residents of the small, rural community of Stites, Idaho

The City of Stites understands it is to submit information as follows correlating with item number seven (#7) in Executive Order No. 2009-06 to the above-referenced project.

The project consists of a single component, which is the replacement of one (1) municipal water tank cover. Currently, the community has two (2) water tank reservoirs which store the City’s water supply. The roof cover of one of the tanks consists of wood framing with cedar shingles. The existing wood shake roof exhibits signs of wear and requires constant maintenance to ensure the safety of the water supply.

The City of Stites is a small, rural community located on S.H. 13 in Idaho County. Many residents of the City and County are economically challenged.
 Stites has a population of 230 (2006).
 There are 106 households and eight businesses within the City.
 The low to moderate income (LMI) level in 2006 was 72% of Stites residents.
 The average wage was $28,195 in Idaho County for 2006.
 Per capita income in 2006 was $23,753 for Idaho County residents, which is 79% of the State level and only 65% of U.S per capita income.
 Stites has a poverty rate of 17.8% according to the 2000 U.S Census.
 The 2000 unemployment rate in Stites was 17.5%. Moreover, almost one-quarter (21.5%) of Stites residents, age 16-64, had a work disability. Idaho County had 10.2% unemployment in 2000 and 11.8% in December 2008.

During the current decade, households and businesses within the community have been greatly impacted by costs of necessary utility infrastructure projects. The City completed a mandated wastewater project in 2007. The project was partially financed by an electorate-approved loan in the amount of $275,000.00 at 4.125% interest, and 30 year term beginning in 2005. The current indebtedness of the loan principle in $259,984.54. Moreover, the City had to recently complete an imminent threat emergency project to replace a windstorm-damaged cover on one of two City water system tanks. The cover on the second water system tank requires constant repair and maintenance to prevent unwanted contaminants from settling into the City’s water source. This wood frame, shingled tank cover should be replaced with an aluminum geodesic dome cover, but there are no funds for the project.

The City has had to enact multiple increases in monthly base rates for utility services in order to maintain fiscal balance. The monthly rate for City wastewater service increased 167% in 2002 to repay the aforementioned loan. The water system minimum usage monthly rate increased 200% in 2006 to bring revenues equal to system expenses. An additional increase of 47% was mandated in 2007 to provide for increased maintenance and repair expenses of the water tanks and system infrastructure. The City can not assume increased debt for needed upgrades to the water system without causing additional financial hardship to residents and businesses.

The City of Stites requests $52,000.00 of federal funding under the Act.

Stites Public Hearing On Completion of the Water Reservoir Project
WHEN: MONDAY, MARCH 16, 2009, AT 3:00 P.M.
WHERE: STITES CITY HALL
Installation of the new water reservoir cover has been completed. A Public Hearing is being held Monday, March 16, to complete the project. Progressive Engineering will be on hand to present the final report and answer questions about the project.

Stites Action Team Report
A request was received from the Kooskia Youth and Recreation Organization (KYRO) for financial support of their baseball program benefiting our area youth. Action Team committee members recommended a $250.00 Gold Sponsorship be donated to KYRO from the Stites Action Team funds. The Council approved the recommendation.

Help shape the future look of Stites!
Earlier this year, participants in the Stites Horizons program discussed the need for entrance signs at the north and south gateways to Stites, and for a pedestrian interpretive kiosk to replace the City bulletin board on Main Street. Stites is situated on the Northwest Passage Scenic Byway – All American Road, and funding for these projects was included in a grant request to the State Scenic Byway program. The funding for the entrance signs and kiosk has been approved!! Ree Brannon, the new Byway coordinator, will bring everyone up-to-date on the grant requirements, concepts, and planning process for the project at the January meeting of the City Council. Plan now to attend the January 12 City Council meeting to learn about the projects, and provide your ideas and input.

The Stites Community Action Team has been informed that funding for the entrance signs and kiosk has been approved!! Ree Brannon, the new Byway coordinator, is scheduled to bring everyone up-to-date on the grant requirements, recent changes, projects and planning for the Northwest Passage Scenic Byway at the January meeting of the City Council.

Stites Horizons – Moving Forward
On October 13th, Horizons Steering Committee members presented various options to the City Council for continuing the momentum of the Horizons program. The Council approved a three member citizen oversight committee to continue project implementation and oversee budget requests. Committee members are Gerry Cathey, Ruth Mohr, and Councilor Patty Moody. The City has received the final payment of grant funds from the Horizons program, and now has $10,000 to use for economic development and reduction of poverty. We also need a new name for the program and committee. Please contact a committee member with your ideas for naming this new program, and your ideas for projects.

STITES CELEBRATES SUCCESSFUL CITY PARK PROJECTS
More than 45 area residents attended a picnic in Stites City Park to celebrate the completion of the city’s new basketball court and playground equipment projects. The event also provided an opportunity to honor everyone who contributed to the success of this worthy project. THANK YOU to all of the volunteers, area residents, local businesses, Idaho County, the cities of Stites and Kooskia, and to all of you who generously contributed funding for the projects.

Stites, Idaho Horizons ICF Grant Application

The Northwest Area Foundation’s (NWAF) mission is to help communities reduce poverty. To support this mission, the foundation is working with the Idaho Community Foundation to grant $8500 awards for Idaho Horizons communities that completed the NWAF Phase II Horizons program requirements. This grant award MUST be used to support the Horizons community’s work toward reducing poverty as identified in community action plans that were submitted to the NWAF in January 2008. Attached is the Idaho Community foundation grant applicatioin submitted by the Stites, Idaho Horizons community.
